Hoboken Junior Senior High School Ranked 332 out of 371 NJ High Schools on 2016 PARCC- 33% Not Yet Meeting Expectations for College

Hoboken Patch reports that the state Department of Education released school and district scores for the Partnership for Assessment of Readiness for College and Careers, or PARCC, last week. Patch put together a list of each school on the list, its town and its average percentage "not yet meeting expectations" for students in ninth, 10th and 11 grades. Hoboken Junior Senior High School is ranked 332 out of 371 New Jersey High Schools (including charter schools). What is more troubling is that 32.8% of the 10th and 11th graders attending Hoboken Junior Senior High School are identified as "not yet meeting expectations." This is the second round of PARCC results under Superintendent Johnson. 
These results are interesting in light of the recent winning Board of Election slate of candidates who successfully won seats based on a campaign theme of essentially, "keep the progress going" and "moving forward together" and generally stating that the public schools in Hoboken are improving. 
Political hyperbole perhaps- but little basis in objective truth.  
When I was the Assistant Superintendent of Schools in Hoboken, Hoboken High School was declared the 2nd most improved high school in New Jersey not by politicians but by an independent audit by New Jersey Monthly. Hoboken High School was also awarded back to back Honorable Mentions not by supporters of political groups but by US News and World Report.

The decline of Hoboken Junior Senior High School academically has been swift, rapid, and total under the leadership of the current Board majority (whatever they are calling themselves today).

Preservice Teachers Use of Virtual Reality in STEM Education- The Science Museum Study

In this current work, we plan to examine the effects on pre-service teachers' content knowledge and attitudes toward VR and museum trips before and after using VR to tour a natural history museum. For this project we are using Google Cardboard. Google Carboard is a virtual reality (VR) platform developed by Google for use with a head mount for a smartphone. Named for its fold-out cardboard viewer, the platform is intended as a low-cost system to encourage interest and development in VR applications. Users can either build their own viewer from simple, low-cost components using specifications published by Google, or purchase a pre-manufactured one. The viewer is used by placing a smartphone into the back of it and viewing through the lenses in the front.

Methodology: Our study is a quasi-experimental, nonequivalent group design, which is the most commonly used quasi-experimental design (Reichardt, 2005). In its simplest form it requires a pretest and posttest for a treated and comparison group. It is identical to the Analysis of Covariance design except that the groups are not created through random assignment. The lack of random assignment, and the potential nonequivalence between the groups, complicates the statistical analysis of the nonequivalent groups design (Kenny, 1975). 

I am working on this project with two doctoral students and we are currently submitting some of this initial work to a conference and preparation is underway for a publication.

Paper Accepted to 124th Annual American Society of Engineering Education Conference (ASEE): Petrosino and Stroup (2017) Group-Based Cloud Computing for Secondary STEM Education

I am pleased that an abstract I wrote with a colleague has been accepted to be a paper presentation at the 124th Annual Conference of the American Society of Engineering Education. The conference will be held in Columbus, OH from June 25-28, 2017. 

The Annual Conference of the American Society of Engineering Education is the only conference dedicated to all disciplines of engineering education and is committed to fostering the exchange of ideas, enhancing teaching methods and curriculum, and providing prime networking opportunities for engineering and technology education stakeholders such as: deans, faculty members, and industry and government representatives.

The conference features more than 400 technical sessions, with peer-reviewed papers spanning all disciplines of engineering education.

The paper I will be presenting along with my colleague will be a special session for new NSF Grant Awardees. As you may recall, we recently received a $450,000 grant from the National Science Foundation for group based cloud computing applications for STEM students and teachers.

Hoboken District Resident K-12 Enrollment down 16.3% from 2008-09 to 2015-16

There has been a fair amount of discussion and claims concerning whether the enrollment in the Hoboken Public Schools is increasing or decreasing. The question is fairly simple but its important to distinguish how the count is being made and the justification. I would like to present here the clearest possible answer to the question and provide rationale. The enrollment I am going to look at is the K-12 Resident Enrollment of the Hoboken Public Schools for the years 2008-09 and 2015-16 . My rationale follows: 

Question 1- Why K-12? 
The Hoboken District has traditionally outsourced to other providers most of Pre Kindergarten instruction. These outside providers are run autonomously but with some oversight by the Hoboken School District. Also, at various times over the past 7 years, some of the PreK students have been in-district and at other times have been with the providers. For clarity, I think its best to take the PreK students out of the analysis.

Question 2- What do you mean by "Resident"? Sounds like you are trying to hide something. 
As many of you know, in the spring of 2009 I helped bring choice students to the Hoboken School District. The original intent of that request was to bring into the district 10-20 students a year. However, since that initial request, the choice program has grown beyond its original intentions. In addition, the Hoboken School District receives money for these students from the sending districts and the State of NJ. There are currently over 150 students in the choice program--- mostly concentrated in the high school. Again, for clarity purposes, I have excluded choice students from this analysis. To be clear, choice students are wonderful students and contribute to the school community. Their exclusion from the analysis should not be interpreted as a rejection of the program or of the students who travel to our town each day and participate positively and meaningfully to the district. 

Question 3- Why did you choose the school years 2008-09 and 2015-16? 
I choose the school year 2008-09 because that was the last full academic school year before the so-called "reformers" took majority control of the Hoboken Board of Education. I choose the 2015-16 school year because that is the most recent year I have data for from the NJ Department of Education. 

Question 4- What was your methodology? 
Fairly straight forward. I took NJDOE numbers from the Fall Survey Results for the Hoboken School District (these include Choice students) and subtracted the number of Choice students. I then arrived at the number of resident students: 
(Resident Students + Choice Students) - (Choice Students) = Resident Students 

Question 5- Where did you obtain the number of choice students for the Hoboken School District? 
I made a request to the NJDOE and they provided me with the proper data. In order to obtain this data you must answer a series of questions. You can also try to contact the Hoboken School District, they may have the data available for public distribution in some form. For those interested, I have clearance to work with Family Educational Rights and Privacy Act (FERPA) data. 

Question 6- Does your analysis include K-12 resident students sent out of district? 
Yes

Question 7? What are the results? 
The K-12 Hoboken District Resident Enrollment has gone from 1932 Hoboken resident students to 1617 Hoboken resident students over the past 7 years or a decline of -16.3%.

Most Recent Hudson County School District Violence Rates as Reported in the Annual Commissioner's Report to the State Legislature


Its election time and viewership and requests always seem to ramp up during this time of year- especially concerning educational issues. Recently, I received a few requests by anonymous viewers of my blog to post some information about Hudson County School Districts concerning the most recent NJ Violence and Vandalism Report. The specific request asked to focus simply on "Violence" and none of the other categories such as bullying, vandalism, substance abuse etc... I generally do not take requests to post data, especially by anonymous viewers, but there seemed to be a fair amount of interest in this topic. -Dr. Petrosino 

After some investigation, I found the latest NJ report and data. The data is part of an annual report know as The Commissioner's Annual Report to the State Legislature and can be found by clicking HERE. The latest report can be directly accessed by clicking HERE.

The Report lists the following categories: Violence, Vandalism, Weapons, Substance, and Bullying.

According to the report the following incidents are grouped under Violence: Assault, Fights, Robbery/Extortion, Sex Offense, Criminal Threat, Threat. This is reported as a single number and the NJ Department of Education makes note that the most frequent incident is "fights."

It should be noted that all district data is self report data. Any knowledge of any school district not reporting incidents of violence and vandalism should be reported to your local Board of Education or directly to the Commissioner's Office in Trenton. To date, no known incidents of purposeful under reporting have been identified in Hudson County.

In comparing districts it is important not to use raw numbers (counts) since larger districts would almost always have more individual incidents. Counts only make sense if the denominator is fixed. When comparing various Hudson County school districts there is a range from a few hundred to tens of thousands. Rather, it is more advisable to use rates (i.e. incidents per students) in order to normalize smaller, mid range and larger districts.

The following is the rate of Violence only in Hudson County districts based on the latest available data from the NJ Department of Education's Commissioner's Annual Report to the State Legislature.

Data for the New Jersey Monthly ranking of the state’s high schools was obtained from the state Department of Education since 2008.  Only public high schools were included in the rankings. Not all high schools are ranked since some schools lacking sufficient data are excluded. It should not be assumed that if a school lacked sufficient data that the school ranking was low. Simply stated, there was not enough information or data to be included in the NJ Monthly Ranking Methodology and Analysis in order for the school to be ranked (high or low). 
In order to satisfy multiple requests from regular readers, I present data on Hoboken High School's ranking along with how many NJ High Schools were evaluated that particular year.

2016 New Jersey Monthly Ranking of the State’s High Schools

Data for the 2016 New Jersey Monthly ranking of the state’s high schools was obtained from the state Department of Education’s most recent New Jersey School Performance Reports. Only public high schools were included in the rankings. Among the 337 high schools ranked are seven charter schools. Schools lacking sufficient data were excluded. It would be incorrect to assume that because a school lacked sufficient data that it was a low performing school. Simply stated, there was not enough data to analyze.  - NJ Monthly

Presented here by request from a number of regular readers is a comprehensive analysis on Hoboken High School enrollment over the past 16 years. It is made available here and presented in an easy to understand format. 

Regular readers will recall in April of 2009 I helped pass the incorporation of "Choice"* students into the district. 

Since that time, there have been many changes to the high school: 

In 2009-10 it was decided by the Kids First majority school board to close the Alternative School then housed at Demarest, concurrently it was also decided to relieve Dr. Lorraine Cella of her duties as the high school principal after the school was awarded back to back Honorable Mention recognition by US News and World Report and was declared the "Second Most Improved High School in NJ" by NJ Monthly

In 2010 it was decided that 8th graders should attend the high school. A year later it was decided that 7th graders should be in the high school building. That is 3 different configurations in 3 years. It was then decided to create essentially 2 schools in one building- a middle and a high school. 

During this same period of time, the high school experienced high turnover at the principal position (click here to read about the importance of the principal to a school)-- in total there have been 5 building principals - either interim or permanent - in the high school since Kids First/Forward Progress took majority control of the Hoboken School District. Administrative turnover, various building and district configurations, along with state reports  concerning violence and vandalism , district school scores and some very unfortunate incidents have likely contributed to an enrollment plunge in the high school during the Kids First-Forward Progress era. 

Here I present data from the New Jersey Department of Education and graph of the Hoboken High School enrollment for students who are Hoboken residents. I separated the "Choice" students from the overall enrollment to get a sense of how responsive the Hoboken Board of Education has been to the families and taxpayers of Hoboken. Enrollment of Hoboken resident students in Hoboken High School (grades 9-12) have fallen over 41% since 2009. People are free to reach their own conclusions but it is important to have good data in order to make informed policy decisions.

New Jersey's Interdistrict Public School Choice Program enables approved choice districts to enroll K-12th grade students who do not reside within their districts without cost to their parents. The program increases educational opportunities for students and their families by providing students with school options outside of their district of residence and giving parents the power to select a school program that best serves their child's individual needs.
